Russia is no longer a superpower, in the Cold War sense of the word, because its military is significantly weaker, and as such is incapable of conducting a regional let alone global war against either the United States or NATO. It is precisely because of its military weakness that Putin has been forced to adopt an asymmetric approach. Thus, the pipeline spigot and the proliferation of missiles and aircraft have become Russia's weapons of choice, along with an ever growing reliance on its strategic nuclear forces to provide it with the necessary deterrent to foreign aggression. The author explores why the West has failed to understand today's Russia, arguing that Western policymakers have made three significant errors in assessing the current Russian threat. They treat the nation as if it were broke; judge Russia according to Western liberal democratic, laissez-faire capitalist values; and downplay Russia's missile threat. The truth is that high oil and natural gas prices have filled Russia's coffers. Flush with funding, the Russian military has developed a missile system designed to overcome any present or future system arrayed against it. Under Vladimir Putin's control, Russia has implemented state capitalism and adopted sovereign democracy over Anglo-Saxon democracy. Unless Western leaders face the truth and begin to implement an appropriate response, Russia will emerge as the military and energy superpower by 2015.
