Book Description: Targeted sanctions have become an established practice in international relations since the end of the Cold War. Such sanctions - directed at certain leaders or concerning particular commodities or services - have been used by both international organizations and individual states. This book examines this new instrument of international diplomacy, and analyses what such sanctions require in terms of capacity building by the UN and by member states to be effective. It furthermore examines how the sanctions are used by new actors in international political affairs, notably the EU, African countries and the WTO. Finally, through a legal analysis and a study of individuals listed by the UN, the book highlights the new problems targeted sanctions give rise to, notably issues of human rights, and draws attention to the potential of incentives as part of an international sanctions strategy. Contributors to this book include international scholars from social and legal sciences as well as practitioners from international organizations.
